I suspect given Mircosoft's corporate ethos only approved prepackaged texture packs will be available as DLC for a certain amount of microsoft fun coins points. Skins would probably come in DLC packs, again for a price... You've got to keep a realistic view of how Microsoft does business and how it views it's console market. Maybe they will have there own website and you upload your mod to it so its in the system if you have one you made. They may have a page that has mod genres and a search option once you get one it may take you a page that tells you what it does screenshots etc. Start up the Xbox360 version again and sign in with your mojang account they may download automatically during the login just like an update. Thats the way I would do it. They may need to get ports forwarded and Microsoft permission to have that one opened so it communicates with there server.
